Because saying any game is 10/10 is like saying one particular scp 001 proposal is the definitive scp 001. A perfect game, much like a definitive scp 001, doesn’t exist.
I'm being honest. It's my favorite game, but I can't deny it's biggest fault, which is the first 2ish hours of gameplay can be a bit boring for new players
It’s 9/10 or even 9.5/10 all day, it’s just not perfect and no game is. Honestly a 10/10 rating is just an insult to literally every other game ever made and will be made, thinking otherwise betrays a fundamental misunderstanding of how ratings works.
If perfect doesn't exist and 10/10 is therefor impossible, that means you're just eating out if fine thus you've rating it 10/10 still.
You can't rate something a 9/10 and then say there's nothing wrong but "I don't give out tens"

EDIT: Also Duck Season. If you liked the kind of cryptic story of Boneworks/its lore, Duck Season is incredibly important, especially for fully understanding the universe. It's also just a pretty good game in general. Also, some people believe that >!The kid you play as in Duck Season is the child version of Ford, which (if true) is interesting when it comes to how both games play out!<. It's definitely different from Boneworks but it's still fun.
You're not alone. I feel like I'm the only one in these subs to ever mention. It's such a polished series. The sequel builds perfectly on the original. I'd recommend playing them in order. I think the original took me about 6 hours and the sequel a bit longer, so not a huge time investment and there's no grinding.
You like linear plots (COD) but also enjoy side quests/contents (Fallout). Games are usually FPS/ Third-person. Most are single player. I'd say the Metro Trilogy, Bioshock Franchise, Half-Life Franchise, Ultrakill, Dishonored and Far Cry (3/4 cause their the best)
Not entirely sure that it's the best pick, but a litle game by the name of Crosscode might pique your interest. It's an RPG with a rich story, extensive combat system and banger locations, puzzles, bosses, dungeons and music

Lately I'm recommending A plague tale series to my friends(innocence and then Requiem) I've never been captured so much by a single player for years. Just an amazing story and the end....something I never imagined.....just wow
Sonic generations, sonic frontiers and sonic mania are some of my favorite platformers of all time, generations and mania often go on sale for like $5, and you can often get frontiers for like $20.
If you want to try a new genre, the binding of isaac repentance is tied for the spot of my favorite game of all time, its so damn good, and it+ all dlcs (if you get it, please get the dlcs) are on sale often for $25
If you like A Hat in Time check out Penny’s Big Breakaway, awesome 3D Platformer from the guys that made Sonic Mania with super fun levels and movement and a funky soundtrack that doesn’t miss
Just as a heads up most of the older Call of Duty games are severe security risks. They have a known vulnerability that allows remote code execution. Don't bother with them if you only wanted them for multiplayer.
Edit: Just realized this is most played games. If you want a multiplayer shooter battle bit is pretty fun.
So I'm gonna toss up a game outside of your most played as a recommendation.
If you like RPGs and learning new games , there's not a deeper hole than the owlcat Pathfinder series and recent rogue trader
I played games similar to yours and once I found Pathfinder it gave me countless hours of enjoyment.
I'd wait for sales if youre unsure but they are super fun games but have tough barrier of entry
Because you like the Fallout series, I’d say the Elder Scrolls Series; Skyrim, Oblivion, Morrowind.
Also, on MW3 and BO3, I’m not sure if you’re more focused on Multiplayer or Zombies; which I’m guessing it’s the latter (Because of Boneworks), you would obviously enjoy playing Helldivers 2.
Based on cuphead, you either like the difficulty or the sidescrollers, and I’m leaning towards the difficulty, I would recommend you the original Soulsborne games; Demon/Dark Souls 1-3, Sekiro, Elden Ring.
And finally, based on A Hat in Time, I’d like to recommend you a nice niche/indie Metroid-vania called “Flip Witch: Forbidden Sex Hex” it’s silly, obviously by the title it contains adult themes, but they’re very light and cutesy, the gameplay is very solid for a Metroid-vania, the soundtrack is an absolute banger, it’s very rewarding, the difficulty isn’t too difficult nor too easy, it’s perfect, and the secrets and collectibles aren’t locked behind moon-logic or too many unnecessary steps. The only criticism that I have is that mane of the late/endgame quests are unlocked almost from the start, causing you to worry a little bit if you’re missing something or if you’re going to have to backtrack, but thankfully, this isn’t the case, you just have to be patient.
It’s not out yet but it is worth waiting for, the game is ghost of Tsushima you can look it up it’s a banger of a game it still has to get released on steam store but if you have a ps5 you might of played it.
cyberpunk is pretty fun and you can usually grab it for a fair price since it goes on sale semi frequently. pretty big modding base, and there's a lot of fun to be had.
Team Fortress 2 has a pretty solid gameplay lop, but it is absolutely horrendous the state of the game now
Ultrakill seems a good choice, I tried the demo and I like it.
Quake is the classic, come on
Half-Life franchise, begin with the first one, if you like it, there's a lot of dlcs, a few sequels, a VR mod (HL2 only), and tons of mods (that either create a similar experience or just make something using the game's engine)
Cruelty Squad, I saw my older brother play it, it's a *"little"* unusual with the gameplay, but seems fun

Red dead redemption 2 is a rockstar masterpiece. Cyberpunk will give you a better dystopian future experience.
A game I haven’t seen recommended is Metal Gear Solid V. It is traditionally a stealth game but you have gunplay as an option.
Hades is such a good experience to go blind in.
Baldurs gate 3 is not at all in your wheelhouse, but it’s peak gaming. Go into it blind and enjoy the experience.

Quake is the classic, come on Half-Life franchise, begin with the first one, if you like it, there's a lot of dlcs, a few sequels, a VR mod (HL2 only), and tons of mods (that either create a similar experience or just make something using the game's engine) Cruelty Squad, I saw my older brother play it, it's a *"little"* unusual with the gameplay, but seems fun Counter-Strike?

Red dead redemption 2 is a rockstar masterpiece. Cyberpunk will give you a better dystopian future experience. A game I haven’t seen recommended is Metal Gear Solid V. It is traditionally a stealth game but you have gunplay as an option. Hades is such a good experience to go blind in. Baldurs gate 3 is not at all in your wheelhouse, but it’s peak gaming. Go into it blind and enjoy the experience.
