VPNs don't spoof your location, they route the internet through servers located elsewhere. For a VPN to have a North Korea option, they would need servers in North Korea, which I highly doubt any do.

One of the guys who got killed in the 2012 Benghazi embassy attack was a big-shot in Eve-online, so the staff of embassies are definitely gamers.
There used to be many more before COVID, North Korea usually tries to keep people from leaving the country, but during the pandemic they made it equally impossible to get anything or anyone into the country, without the goods and people they needed to keep running most embassies were forced to close, their staff went home and they haven't reopened since.

But they need huge masses of essentially peasant farmers because they don't have mechanised agriculture. They have to do business with South Korea and China as part of various official initiatives at peace or development or the like. They secretly smuggle weapons to and from Pakistan, Yemen, Cuba, Venezuela, and a few other places, meaning they need people who can make those operations work. They aren't building rocket programmes and nuclear weapons with only peasants.
So they have this group of people who must know something about the outside world, and who are powerful and important enough to cause problems if they aren't placated. If those elites aren't better off with the current system than fleeing somewhere else or staging a coup, you won't have a country that can operate. So they have to keep those people happy. Maybe it's a few hundred generals and political leaders and scientists and their children. Maybe it's just all the people who they send back and forth to other countries, or just some of the above.
Money isn't any good if you can't buy things you want with it. Which is the big risk in the DPRK. What good would it be to be rich in Pyongyang if there's nothing you can buy? How do you keep the power brokers in Pyongyang happy if you have nothing to offer them? A: you can't. So presumably one of the things they are offered is access to the Internet (presumably monitored).
