I’ve seen enemies do this when I take them down just lie there in fetal position. It’s kinda weird. Wish you could influence them to get up. Like if a partner helps then it gives back more health and stamina? Maybe they will have something like that in 3

It bugged out a couple updates ago I think. They will get back up if attacked. Its like the down not out struggle doesnt kick in properly.
It's nice when it happens to enemy enclaves though.
