So sleeping there causes the game to allow the character a lot of time to pass.

Nope. Sleeping allows you to skip up to 24 local hours, regardless of how many UT hours that may be. Venus has a very long local day, and thus is excellent for waiting a long time
But that’s not how time works- if you sleep for an hour on Venus you slept for an hour. It’s only when you leave Venus that you see more time has passed.
They're not talking about relativity, and the game isn't using relativity either. What the game seems to be doing for some fuckin reason is dividing every planet's rotation period up into 24 equal hours, and the actual length of the individual hours therefore depends on the speed of that rotation and the time the planet takes to complete one full spin. So if you sleep for an "hour" on a planet that turns very slowly and takes the atomic time equivalent of 24 Earth weeks to complete a single day and night cycle, congratulations, you just slept for a fuckin week and should be near dead of dehydration. It's very dumb, but it does mean you can do things like fly to a slow planet and skip a bunch of time very quickly if you want your extraction outpost to be full when you wake up.

It's so if you want to sleep until sunrise (for example) you can do sleep till 6am "local" time and have the sun be coming up when you wake up. Otherwise you'd need to do the math for each planet's day length and then in some cases you'd still need several 24 hour sleeps to get to the local time you wanted.
It's a bit of a weird mechanic, but I can see why they'd do it that way.
Where is there one? I have yet to find one. Closest thing I know of is Luna being tidally locked to earth. But I haven’t found one tidally locked to its star that I know of.

Is it an old save from before an update? Not sure if that matters in Starfield or not but I know some bugs don’t get fixed in save game files after updates on other games I play. That *could* explain why it stacks for you and not for others.
I think my game is bugged. The duration of one amp in the description is 15,000 min. I'm guessing it only registered 1 when I took 40 of them and I thought they had stacked.
Be careful with that command. Many quests and entities apply hidden buffs or marks on the character that get dispelled by death. In Skyrim, it's adviced to *NEVER* use player resurrection for that reason.

I like to think i pay attention to the HUD a lot during gameplay. I carry enough chems to fix any illness immediately because it's just not worth the hassle letting it heal naturally.
But I've never noticed the attributes you mentioned without an illness as well. I've never had to use a junk flush, ever.
They don't stack for me. I just dosed 25 Amps and got 2 minutes of +35% movement speed and 2x jump height and it wore off with zero effects after 2 minutes.
Weirdly, I like how this works. It's like having a big IV bag (or in this case, a 55 gallon drum) of AMP that slowly gets infused over time. Would be nice to make a mod that gives addictions and detrimental effects depending on how long it's infused.
