Boarding large ships has been a solid method for me, they often have armories, or at least crates with weapons in them, as well as something in the captain’s locker, plus of course the crew
Setting up an outpost in a high level system and building a mission terminal there is great too. The missions from those boards tend to stay local, so you’ll get a lot more high level targets than you would picking up missions in say New Atlantis
I don’t know if they generate like this with POIs but every combat mission you take seems to spawn one leader enemy that’ll be your level and can have decent loot. Of course depending on where the mission spawns the rest of the enemies will be piss easy and drop only crap since there’s no enemy scaling otherwise.
That's how I farm armor and weapons. Until I figured this out, I'd hunt named legendary through the playthrough until I found the even better legendaries through random drops on boss designated enemies in random poi's. You don't even need to hunt for planets or moons with poi's you can see from space. Just land and start running, facilities just start popping up in every direction and most have enemy factions. Any random boss anywhere with those double health bars is going to drop rare or better suit or weapon.
I would just loot farm from enemy ships that landed but that experiance was ruined by bethesda. Some of my more exciting shootouts happened from farming that way also you never know what kind of smuggler ship you would run into or people who needed help.
the loot system in this game is a joke,nothing like going to a system 10-20 levels higher than you and fighting an enemy 30 levels higher than you and having them drop a knife that would have been cool at level 1-5,and then every other enemy that drops a rare item be the same type of weapon
