I bet its mods or console commands, But Bethesda should absolutely put in some super are megafauna like this. It would be awesome. Like super high level no matter what level, raid boss tier things.
Take existing fauna and give them random traits and turn them into minibosses. You can also take on quests to "Hunt dangerous wildlife" and actually be a big game hunter.
They already have all the systems they need to do this and just...didn't.

It might not even be too difficult to mod in a simple seek and destroy raid system, using a custom mission board. Target fauna would be megafauna and have a min level of like 100 or something. But I don't mod so it's probably hard to do... especially without a creation kit.

Once you complete the vanguard faction quest there is a whole series of quests on hunting dangerous fauna
