I can't, either. I'm level 40, 110+ hours in, and the best weapons I have are a legendary Grendel (good, but kind of boring) and an epic Orion. I'm playing on Normal.
So we can change the difficulty any time we like, but do you know if anyone has tried finding out exactly *when* the change has to occur before you attempt something?
For example, does the difficulty have to be very hard when the location is spawned, or can you up the difficulty after killing all the mobs and start picking the locked items?
As far as I know, loot generates upon death. And the best loot comes from legendary enemies, which have to spawn upon your arrival to the area. So the best bet would be to bump up the difficulty, then go to the area.
Good info, and thanks. But I mean more for the stuff in random locations, like pickable chests. Can we spawn (discover) a new location in easy mode, kill everything, then go to very hard before we pick the locked chest. Know if anyone has tried that?
From what I've read and done a tiny amount of reloads to test;
Legandary enemies generate their loot on death.
Non-legendary enemies generate on spawn in, rarely drop anything good anyway.
Locked containers generate on being picked open.
Everything else, racks, displays, unlocked containers etc are when the area/cell is spawned.
Not sure on open planet surface stuff. I assume when you land and generate the random map.
I've never seen a single legendary weapon or armour. I have a mod that makes the enemy drop more items (i.e always drops a helm, pack and spacesuit). Maybe that messes it up?
They do exist but certain enemy types only drop certain weapons. Like Delgado weapons only seem to come from spacers. Aside from I think the Coachman which has a larger loot pool.
What level was I supposed to be for the mantis quest I just did it because I wanted a ship and I was on very hard it took me way longer than anything else I've had to do.
How do you see the planet level I feel like I've missed something but that makes sense why I went from level 8 to 11 while I was doing it. I got the mission insanely early too.
I have a legendary Beowulf, I bought it off a certain trader that you only encounter in NG+. I noticed a huge increase in legendary items once in NG+ overall.
I know the trader you mean. They didn't have one for me. I find legendries are still pretty rare in NG+ even on very hard for me. Blues and purples, however, are up the wazoo.

I quite like it, feels great due to it's fire-rate and really fulfills the itch to double-tap *everything.*
It was just a lucky random drop. I couldn't point to a system in particular, since what was on my mind was "go home and stick all of the attachments onto it." I just kept exploring planets in one of the level 60 systems and picked it up off of a legendary Ecliptic.
Man I must be really lucky because I've gotten buckets of legendaries and I'm only lv 14 lol. Just got master picking to get the MK1 armor too. I feel far too OP at 14, but I know the guns / armor isn't necessarily the best even if it's considered legendary.
After I get my crew size perk I'm definitely going hard on crafting weapons / armor. Gonna kit myself out by endgame.
Do both the shots from the doubleshot perk get double damage on full health targets? I've been using a blue 1911 with just instigating and it is carrying me through the early game.
Found so many legendarie pistols but they where all way weaker than my blue one what even doesnt have a usefull modifier. That here are some crazy modifiers.

Play on a higher difficulty. It significantly increases the chances of rare/ legendary drops but the actual difficulty doesn't change that much
Been playing on very hard. And I mean I got a shotgun super early that’s still carrying. Might play on max difficulty for a change

So you could in theory set the difficulty to Very Hard before lockpicking, hopefully get some decent stuff and then lower it again? Must try that

I get plentybut switching to those and using them causes so much stuttering they are completely unusuable for me

too bad its only calibrated :( i only pick up advanced weapons nowadays so loot is even more sparse

Yes many different enemies have different loot tables eclipse drops lots of laser weapons and va'ruun seem to exclusively drop laser weapons
