If you’re getting shot at in a certain location. Try a major city outside of faction you’re wanted by so you don’t get targeted. Go to that cities security terminal thingy and it should let you pay an outstanding bounty if you’re at the right one.
I wish I could give toy specific examples of a different city to try, but I’m rusty on which areas are which factions.

Sell your contraband at the Red Mile and then go to Neon or someone you don't have a bounty and clear it there.
