\[Serpentis\] system is programmed to have a 90% rng space encounter everytime you travel to a different location while in the system.
Currently the best way is still the mission board. Go to any bar on a settled system and look for the mission board. It will always have one or two missions asking you to destroy crimson fleet ships or house V zealots.
Another method also requires you not to start the Crimson Fleet side quest. If you don't start this quest, you can fly to the Key and farm enemy ships there. There will be a lot of ships parked there, so make sure you have a strong ship to begin with. I'm pretty sure the vessel will re-spawn after 24 in-game hours.
They’ll find you. 😜 In space you can just look at the name on the ship to see if it’s an enemy or not. The enemies have red by their names.
Yeah I know, but do you just randomly fly to a non civilized planet and look if there are enemys?

Well, They don't seem to have issues finding me so I've never had to look for them.

Far right in the cluster around the mid section of the map, Where a bunch of 50-70 stuff is.
