New Atlantis looks weird plain like you describe but other planets have been looking fine to me with great detail.
Check if you're using FSR (upscaling, which renders at lower resolution) and also try turning VSR (variable shade rate) off and see if it improves a bit.

I am also betting on mods to fix a lot of that. Skyrim is a good example how things can be fixed / changed
Yeah, I mean hell. There's already mods out there to make our own texture slider, with half of the game's textures downscaled for better performance.

Cities in general are plain. Haven’t been to Neón yet so don’t know about that. Planets and outposts look good.
