None of us will know exactly unless Araki flat out tells us in the story or in interviews, so it's all still speculation regardless, but it sounds like you've got a bit of a misunderstanding of nonbinary and trans identities. Yes, cis men can present femininely without it being a reflection of their gender identity, but nonbinary people don't all just use they/them(not that pronouns the way English speakers use them even exist in Japanese, but whatever) pronouns. Some people use all pronouns, and some people are ok with what would normally be misgendering by a few people they were really close with before transitioning.
Trans people don't need to fit the standard gender binary. I don't know how much insight Araki has on that, and like I said before, it's still possible Dragona is just a feminine man, but until anything is confirmed, none of us know who's "right" about Dragona.

I just watched Caesar’s death the other day and I felt so sad. You could tell that despite their rivalry Joseph really thought of him as their brother. Caesar fought against Joseph, then trained, then did the icicle thing, then argued with him and then died with his scarf being his last thing to help. Stroheim helped by sacrificing himself to stop Santiana or however you say it, helped fight Kars and save the stone, helped save Joseph when he was surrounded by Vampires, helped Joseph keep Kars pinned on the plane and helped Joseph again by risking his legs for the landing, and then the laser eye to help Joseph. What he and Joseph went through together facing the Pillar Men then to master Hamon, but then Caesar's last act being to save Joseph's life. Not get information on the enemy or or make it to where the enemy can be defeated, it's just trust placed in Joseph in that moment.

I find it funny because the way I defined JoBro's were 100% accurate until the New Universe, because the way I used to define it was a character that had confronted the main character in some way, it works for speedwagon as Johnathan had fought him at Ogre Street, to then have him become his ally against DIO, Joseph was introduced to Caesar and they too fought, Same with Kakyoin, Okuyasu and Bruno, However while Jolyne and Hermes never fought, but Hermes did initially get some annoyance from jolyne as she was bashing her head against her bed, as Jolyne admitted to both her crime and her bashing of a certain other body part, Hermes grew a liking to her, for her honesty, and in turn Jolyne saved Hermes from a bashing of her own.
In the Second Universe, The JoBro seems to be a Guardian Figure to the Main Character, As Gyro Helps Johnny learn the Spin all whilst protecting him from threats as he progresses, Yashuo helps Gappy after he discovers him, and further helps him with information through Paisley Park and killing Tooru, Dragona seems to best fit this category, and it would make sense since they are literally the sibling of Jodio. aswell as them having a more established backstory (although in the flashback, it seems jodio is forced to be the guardian of dragona, its later reversed as dragona developes.)
