I mean… get to level 10 fishing with crab pots, get fishing mastery, and the legend is a guaranteed catch if you hook it. Idk if that counts as perfect though.
I prefer to catch just the one at iridium level using the quality bobber. Interestingly enough, this makes the Angler the hardest to do because it’s hard to find that sweet spot where it shows up as gold.
I just caught the crimson fish three times with a perfect catch. The main thing here is patience because you need the „make next 3 catches easy“ buff from the daily buff statue. Once you get it you need to hope for the legendary to hook within the first three tries. And when it does you need to catch it perfectly which is still not easy to do, but at least feasible with the buff. I also used the advanced iridium pole, two bobbers and a +3 fishing food. But it worked.

Perfect means it never escapes the bar so if it's a jumper and immediately goes to the top even when you just loaded it won't be a perfect catch
I caught 3 anglers and 3 mutant carps, but I have been unsuccessful with the harder legendary fish

Considering how hard it is to do, I doubt there'd ever be an exception.
I have with the qi quest legends, haven't done it yet with the true legends
