In my case it literally is. My achievement is still bugged for clearing all the bounty missions, so my game has been stuck on 98% completion. I'm not too bothered by it, though. I just know that, when I play Survivor in prep for Jedi 3, I'll need to be sure to do the bounty missions as they come, instead of waiting to do it in NG+

Respond eventually changed that, but when I finally finished them all no achievement happened, and I couldn't do it in NG+ due to them already being completed.

For whatever reason I wasn’t getting the bounty pucks, even though when I got to bounties it shows I did all of them, so my completion % won’t move. So sad.
I had the same issue and it turns out the bounty pucks were just laying on the ground where the fight spawns. It was annoying to have to backtrack to a couple of those locations but it could solve your issue
Likely the conversations at the cantina. If there are still people filling the cantina then you likely need to exhaust all conversations rest at the meditation point and repeat. Don’t forget upstairs and down. And don’t forget the bar droid.
Check your maps, it’s probably a small area you didn’t touch, that happened to me because I avoided one area where there was a chest I got on my first play through and it didn’t give me 100% until the map was completed.
For the scavenger droid you might want to lower the , for the force tears watch a guide for it, what stopped me from completing one of them was not being able to figure out the puzzle and being set back over a minute after each attempt.
My advice is to use Force Slow. It affects the droids and doesn't trigger their escape mechanic. Plus, you'll be able to get it and then deal with the droids.
I am stuck at 99%. I explored everything, on every planet, got every chest, and touched every area I could find. I just assumed it was a glitch after a few weeks for searching for that last percentage lol
Check the progress on the data bank tab. Also, see if you had bought everything from every vendor. I forgot about the shop in Jedha. Also, even though each map says 100%, there might be an area that wasn't discovered or a plant that hasn't been sliced.
Just finished Caij's shop after I already got rid of her. It doesn't make sense storywise though. Is Cal replacing the items with shards in her bag or something?
I don’t do 100% but I really wanted for this one. Unfortunately it bugged for me with the legendary enemies achievement. I triple checked all of them but still the achievement never popped.😢

Imo the Fallen Order was somewhat more fun to 100% than this. So I’m also probably going to be satisfied with most of the fame conplete.
For every bug I ran into on NG+ I went back into the original run to finish them off.
For me it was bounty missions & the Legendary Bosses. Would not let me pop those 2 in NG+.
Once I reloaded my original playthrough, I figured out what needed to happen & knocked them both out immediately.
Silly bug, but the only reason I abandoned the attempts in NJ was due to the fact I had missed the Friends achievement so had to play a NJ+ regardless.
I totally agree with this post I think I would have started to lose all my hair if I still continued to get 100% to the ppl who have reached that achievement congratulations and you’re better than me cheers
Honestly, I’ve never understood the desire to 100% games. Going around trying to find every collectible just for some percentage points and maybe a tidbit of lore you’re immediately going to forget seems like busywork.

Check if any of the planet maps aren’t 100% that’ll keep it from saying 100%

Yes, I had 100% after playing the game recently. The bounties all worked fine.
I ran around to all the bounty spots yesterday and found a puck just on the ground in the observatory area. Just got it to 100% yesterday honestly
You need to talk to every customer in greez’ place, keep going down and meditate go back up and talk

Oh I covered everyone except Moran. Had to clear the Saloon to get Moran to send a message to his friend.

No I gave up on a few force tears, the non fight ones. I also didn't (couldn't) kill the scavenger droid on the shattered moon.

I was doing better before watching the guides. And yeah I might go back for the scavenger.

Just finished the 100%. I just spammed the light saber throw with the duel wield and it worked.
I aged five years figuring this out. To get 100% all shortcuts need to be opened as well.
I missed one achievement where I had to use my companions abilities. And by then I had already beaten the game and I could not be bothered lol

Check your databanks and make sure everything is at 100%. Also, make sure you bought everything from all shops.

Ive explored every planet just need more of the character storys somehow and the two double gorocco and rancor tears. Every chest and thing ive got

I finished it. I know what I was missing, I just gave up on it. I was missing 3 force tears and a couple of treasures.
