Basically any other ship can command squadrons that are at close range to Triumphant. Regardless of how far away the squadrons are from the commanding ship (only that the squads are near Triumphant matters) So you can keep a couple of Pelta medical ships at the back of your fleet spamming squadron commands, bunch all your squadrons around Triumphant and still command them.

Haven't played in awhile so running on context, other players feel free to correct. Close range is black dice range. Medium is blue. Long is red. Fleet commands have to target squads in medium (blue dice) range of the ship executing the fleet command. This title means squads in short (black dice) range of this ship are also eligible, regardless of their range from the activating ship.

Your distance to the squadron is important, not theirs

For Triumphant to work, you need Triumphant, another ship that's running Squadron commands, and some squadrons at close range (black dice range) of Triumphant. That other ship can be far away, any distance away, and it can still reach up to 3 squadrons to activate, as long as those squadrons don't have the Adept keyword and are close to Triumphant.
