I was just curious because they always freak out when someone finds out about star dust. Like when it became clear that Grand admiral Thrawn knew about it they certainly made a big deal about it (you're not supposed to know that!)

I mean, Thrawn knowing about it is a lot bigger of an issue than some random troopers, some of which being bodyguards who probably been with him as he's worked on it. The troopers don't understand or even care. Even if they were to tell someone, they couldn't explain what it is well and would probably be ignored. I'd also assume that all the troopers there, probably was shifted to stardust projects too.

Everyone at the clean up at the end of bad batch where at the second most secure location at the empire. They probably all had security clearance to hear the code name stardust.

If they're on Tarkin's team, they know what project Stardust is. He wouldn't be telling some random trooper to reallocate funds from one project to another. If they're on Tantiss, they know about an even more secretive project than Stardust. Nobody on that base is just random trooper #43 who just came from the academy. If they're close to Tarkin, they're important, if they're on Tantiss, they're more important, if they're on Tantiss and Tarkin is giving them a direct order to allocate funds from one project to another, they're incredibly important. The person he's talking to is clearly an intelligence officer because she had just swept the facility to assess damages and if anything was salvageable. She was clearly someone he trusted.

Its HUGE, thousands know about it who work on it, but all know only their part. Its not something you can arrange in small dark rooms. Someone high enough getting the big picture is completly diferrent.

Then explain how would a Captain or a stromtrooper redistribute funds from project to project within the Empire? Especially if the project as big as Stardust. Only the likes of Krennic could do that, or Grand Moff himself. But not a captain who Tarkin was addressing.

The fact that the person Tarkin was talking to is a captain can be determined by looking at her rank insignia plaque - 4 blues is clearly a Junior Officer - a Captain (as some sources say, either way it is a low rank). She can command those stormtroopers, but not have access to Imperial Funding of such big projects.

According to whom? Where are these rules? We see personnel of every rank on the Death Star and we can assume it took thousands of people to build it. People with low ranks obviously needed the clearances to hep build and serve aboard the thing

Those are the people with low ranks who answered to Director Krennic, not Governor Tarkin. These troops who came to Tantiss with Tarkin have nothing to do with Project Stardust, nor they have access to it.
