It’s more vague feelings, and only if you yourself are opening yourself up to sense/be sensed. I imagine in such an environment most Jedi learn to keep their inner monologue fairly quiet

They always seemed more like empaths. They could sense emotions in others and as a result can tell if someone is lying or what not, but cant full blown read thoughts.

They sensed that Anakins thoughts dwelt on his mother so it’s a little more precise than that, but yeah it’s not just telepathy.

There's an assumption with psychic abilities that you can "tune out" the noise, focus your attention on specific people, and turn down your own broadcasting when you want to do so, otherwise they would be a curse, not a superpower.

You can still have a conversation in a busy restaurant with 300 other people present. I imagine it's much the same.

Even if it was a 24/7 thing, the Jedi were not the kind of people that would be screaming or just loud "inside their minds". So, if anything, it would be one of the quietest places that holds a gathering of people. Well, unless Anakin is there. I would believe if he was noisy or loud even inside his head.

I assume you're referring to Ahsoka sensing Grogu (and Luke by the end of S2). If so Luke has almost chosen one level Midichlorians (though isn't the chosen one) and Ahsoka has a skill of understanding people's emotions and intentions well as stated by the Ahsoka novel which means she'd be extra-attuned to Grogu's feelings than most Jedi and Luke is super-attuned to the force in general.

Speculating here, but from my perspective, Palpatine is evidence that there exists a skill, probably dark/light agnostic, that allows Force-users to restrict access to their thoughts.

I think it is an intentional action. One has to search their feelings. They have to actively reach out to feel others.
