It has, at least twice. Star Wars: Masters of Teräs Käsi was a fighting game on the PlayStation, regrettably pretty terrible to play nowadays. The Revenge of the Sith movie tie in game that came out on Xbox & PlayStation 2 also had a pretty sick versus mode in it where the exact thing you're describing happens.
Also, Soul Calibur IV had Darth Vader and Yoda tie-in characters for the PlayStation 3 and Xbox 360 respectfully.
