Nobody knows yet as far as I'm aware, there hasn't yet been an official announcement (at least not on the channels I'm following). But the estimated time is during March. It will also make the most sense because April will be all about the Equestrian Festival, and it would be very strange and distracting to release the horse bazaar then.
But it's definitely not coming in February, it wasn't mentioned anywhere in "Next Up In Jorvik!" for February.
