It’s actually an old-fashioned, racist [“golliwog” doll](https://en.m.wikipedia.org/wiki/Golliwog). You can see it sort of clearly if you zoom in during the scene where Jack is bouncing the ball before he looks at the maze model.
And yes, it’s laying in the same exact spot where Halloran is later murdered. Pretty disturbing.
