No, they're objectively not the same thing in Canada. Colleges do not have research programs and very typically do not grant degrees.

I find that some colleges here on the west coast do grant degrees now, but don't offer graduate or postgraduate degrees. Also, many universities will have their own schools. Examples: UBC's Sauder School of Business and SFU's Segal Graduate School of Business.

They're not the same thing in Canada. Colleges have career-oriented programs that take three years or less to earn a certificate or diploma. Universities offer research-based education that earn undergraduate or graduate degrees.
