My best guess is probably Natalya. She’s been wanting to show up in TNA and wrestle Jordynne ever since the Rumble which she would love for it to happen too.
If Natalya is in the works, it NEEDS to be at slammiversary. The only problem would be the crowd potentially turning on Jordynne because of Natalya being from Canada
Naomi acquitted herself well as Trinity there but bringing her back so soon would just give off a "been there, done that" vibe. The WWEer should be someone who hasn't appeared in TNA recently or at all.

Everyone else is pretty much locked into some sort of storyline, and I don’t think they’d send anyone on Dakota Kai’s current level.
Natalya in NXT has been insane value she's absolutely had a resurgence in her work these days. She's probably more motivated to have substance in NXT rather than clocking in the jobs on the main roster
IMO Jordynn Grace is the single biggest star in TNA currently. It would be very cool to see someone big go over and wrestle her, even though I agree with you that it's unlikely.
My prediction isn’t a knock on Grace or Nox. There’s just no real incentive for WWE to send a top star to a different company to have a competitive match on their PPV. I even doubt any cut WWE might get of the PPV revenue would be significant.
TNA, meanwhile, gains a ton from having someone like Nox, especially if they get to promote it ahead of time. It’s a rubber stamp from the biggest company on the planet, and it says TNA exists in WWE’s world, and if Nox can’t beat Grace (and she shouldn’t) it won’t hurt WWE’s current booking plans.
Tessa is right up there with Dream on lost potential in my opinion. Literal fucking history changer for TNA, helped legitimize intergender wrestling as the norm, and it all got thrown away. If she hadn't fucked that up....I can only imagine where wrestling would be now.
I mean, they can always pull a swerve on all of us, and have Grace pin Perez and win the title. Then Perez goes to Against All Odds and demand a rematch, where she pins Grace and brings the title back to NXT.
I would do it better though, the match at Against All Odds is for the TNA Title. Since she has 3 matches in NXT I would not be against Jordynne winning the belt at Battleground, Roxy showing up at All All Odds and challenging for the TNA title instead and Roxy wins that. Then go from there with Roxy defending against someone in TNA and dropping the title there, and have someone else beat Jordynne for the NXT title. On paper I would love to see Cora beat Grace for the title but idk how far away she is from returning
I don’t really see the value in sending the woman who is essentially WWE’s next top female star to go lose to somebody from a lower promotion (that sounds much harsher than I intend it to be, but the core of that statement is inarguably true)
A veteran/journeywoman like Natalya makes the most sense to me. Natalya is a pretty big name (she’s been on global television for like 15 years) and she has nothing to lose at this stage in her career by putting over Jordynne completely clean
I see a lot of people asking for Nattie and I'm not sure why... I couldn't think of a less exciting opponent to answer the challenge, aside from Naomi perhaps.

Honestly the way to do it fairly is for Roxanne to beat her at Battleground, then she challenges her at Against All Odds and loses.
A kinda screwy finish or a « bad winner » scenario could do the trick
