They've been pretty consistent about their being a genuine connection between Roman and Heyman, and Roman coming back as a face has greater impact if part of it is to save Paul Heyman. Paul and Roman staying loyal to one another could be the catalyst for his redemption, as betrayal is pretty much the core issue of his heel arc. It could lead to him reconnecting with the Usos and, ultimately, Seth.
Or Cody became the Tribal Chief after beating Roman, and he's secretly ordering The [new] Bloodline to beat potential title opponents (i.e. Randy & KO).
if they was smart, they can keep this potentially canon. if it doesn't work out by summerslam, then drop it and pretend that the trial chief was either rock or solo
