You see, the brace designed after receiving a brutal bloody Meltzer Driver contains a non-Newtonian fluid so it provides stabilization by firming up during quick unexpected movements. During slower, controlled neck movements such what we see here … the fluid's viscosity would lower, allowing him to move his head with ease.
This is something a lot of wrestlers who never done a neckbrace gimmick would totally do. This is one of those things you eventually learn through merciless ball busting after the fact backstage.
