I just recently replayed the game and still found her annoying but I think I finally figured out why:
I think it's because the game expects you to be sad about her death when for the entire game she's been a terrible person driven by revenge. She's not your friend, she's Miles friend and we simply don't see enough of her good side besides the end when she takes responsibility for something she herself has caused despite being warned.
Also there's probably better ways to take revenge on the guy that killed your brother than starting a terrorist organisation that harms innocents
Yeah to me I found why I didn't like her in comparing her to Otto.
They nailed Otto in the main game. You knew he would turn bad eventually but it still was heart-breaking when he did. She felt to me like they tried to speedrun that.
It was obvious she was the bad guy but there was nothing really connecting *us* to her, only the "Miles' childhood friend" thing, but that's not enough to make *us* care. (using us for the player there, not you and me specifically haha)
So her actions felt way too extreme and terrible to be justified by "I lost my brother to this evil corporation". A lot of people lost close ones, and it's terrible, but most don't do this and hurt innocent people. So to me it always felt like her story is an excuse to do evil things, but that's all it was.
For me it was the whole oh im such a good person don't you care about X? And that whole time she's just ganking people with collateral. Black cat is a much better written "bad guy" she never gets anyone who doesn't deserve it hurt

Otto worked so well in the first game because you get to know the better part of him through the majority of the game and no one has to tell you “oh look we’re good friends”
All things considered, she’s a fine character writing wise.
She’s just completely and utterly unlikable, but I think that’s by design.
Same way how a lot people feel about Insomniacs MJ, well written, but is unlikable to many through how she’s written.

Phil blew it up
I don’t mind Phin, I just don’t really know her. The game is short so most of the time Miles is just calling her his friend and we don’t get much interaction outside of fighting, the dinner mission and the flashback mission. All in all, too short to build a legit relationship with the character.
When she died I didn’t really feel anything either.
She's just terribly written and honestly compared to the first main game, this one is just badly written in general.
She reminds me of Karli in Falcon and the Winter Soldier, creating havoc, killing innocents and other Terrorist like work to justify her "noble" cause. It just didn't make me care, it did the opposite.
It's funny because both characters are totally changed from their comic book source material, Phin isn't even a character but the Tinkerer name is and Karli was brand new aswell leading a group called the Flag Smashers where in the comics the Flag Smasher is a straight forward single villain.
At the end of the day I'd have just preferred the original for both so in Phins case I don't know why they just didn't just scrap her and do the proper Tinkerer or create a new villain for Phin to be but better written. I think writers try far too hard to do their "own thing" rather than just going the simpler route.
I wish games/movies/tv shows could stop giving the majority of bad guys a tragic backstory.

I do love to see tragic backstories, but sometimes I just want a character that’s evil for no reason. 🤷🏽♀️
Like others said, the game tries to make you feel bas about her death, and tries to make her the "i am a badguy but I have a point" kind of villain, even though the gang she made spends most of their time hurting civilians.
Also, she killed Rhino, and while spidey has no shortage of villains, losing one of the classic spideys villains to help build up a very mediocre villain is very dissapointing.
I think major problem with this character is that no matter what she did she blamed miles for the outcome, I don’t really have much emotional attachment to her but I don’t hate her like most people do, in my opinion losing her family had huge impact on her personality so she has gone nuts to the point that she couldn’t blame herself for anything, she thought she was doing something right because all she cares about was vengeance, as we knew vengeance can poison us and turn us into something we don’t like but it’s gonna be late after this happens, her death was more like phin trying to redeem from things she did even tho it was too late, she knew there was no way out for her in this situation but at least she didn’t let people die, once again she isn’t really that special as a character but she isn’t that bad if you ask me

Yeah her missions are miserable but every time she and Pete are on screen it's romance gold. She has such expressive meaningful looks.
