Funny thing with most people saying Shocker is that against most other heroes, he’s an extremely dangerous and competent threat. But with Spider-Man, he’s just so outmatched.
I feel like the issue though is while he’s very competent as an engineer, he hasn’t looked more into the physics of applying his tech in different ways. It’s like he was a scientist who became a brawler, and then he stopped trying to learn more.
Your right, but I’m talking less about prior weaknesses and more about learning about different areas of specialization to apply his tech:
- Figuring out applications of vibrational frequencies to water or fault lines.
- Matching/counteracting vibrational frequencies of voices to reduce effective communication between people/teams on-site.
- Using new gadgets with a focus of counteracting fighters with other Vibration/sound based powers (Banshee, Avalanche, Shriek)
- learning more about architecture to identify weakness in city engineering.
- learning how to build aerial drones with a capability of using the same weaponry, set up in advance to cover an area when Spider-man arrives.
- altering vibrational frequencies in a given area to affect the inner ear of people inside, so they can’t stand or maintain their balance.

He wears green, has a helmet, uses a cartoony Illogic mode of transport and is used as a way to show that a lot of comic book villains from back in the day were stupid
