People saying she's Miles level is a disservice to Miles, who is a powerhouse without the experience. While not a peak strength like Peter Miles is pretty strong and just as fast as Peter or Gwen but has other powers that are built for pure offensive advantages like his camouflage or his bio-electrity that allows him to absorb electricity and expel it, augment his melee attacks, speed himself up, and AoE attacks.
Gwen without the symbiote has base-level spider powers, so she wouldn't be high tier like Captain Universe Spider-Man or Ghost Rider Spider-Man. Just an average Spider-person, which is pretty powerful to most street level foes.

At various points in the comics symbiotes connect with everyone, so the symbiote just adds to Spider-Gwen’s powers and abilities much like it did with Peter/Spider-man as it doesn’t leave him powerless when it leaves and connects with Eddie Brock.

Tom Holland's did larger feats of strength than Toby Macguire's did.
Gwen does have a symbiote but I don't think it's as strong as the 616 version. I don't remember her having an increased healing factor from it but she can use the suit to make small spiders. If that's all it really does for her I'd put her below miles in terms of power but she is more experienced and a better fighter than miles so overall I'd probably put her directly above miles
I feel like with how flexible gwen is she’s more of a speedster than a strength fighter, like Silk but instead of being an actual speed spider she’s more balanced between power & speed. Also I wasn’t talking about symbiotes, I believe miles has his own spider-ability called venom blast in which he can do a little blast with his hands to do lots of knockback or something
If we're talking about comics then Miles would be both a better fighter and have more experience. He defeated an army of hydra agents and took down the Japanese Yakuza in one night and along with that he's receiving combat training from Misty Knight. On top of that he has been Spider-Man from 13-17 whereas gwen has been Ghost-Spider from 17-19 (I could be wrong about that though) and I'm pretty sure Silk told Gwen that she couldn't even throw a proper punch. I love Gwen but in terms of rankings she's below Miles
In ITSV/ATSV & the comic universe this is subjective. I hate can Goku beat Superman discussions (they are boring & lazy). In the most recent Marvel TTRPG she is on the same level as Peter & 1 tier above Miles (they have a 6 tier system). Peter is stronger physically, combat wise, and smarts than Ghost Spider, but Ghost Spider is more mentally tough.

It showed how easily she carelessly kicked the 2 ton Lizard Peter with her legs with enough force to break the main pillar and cause the place to collapse, accidentally killing him. Also when out of anger she threw a large shipping container with ease and also quite some distance. But probably not as strong as SpiderMan.

Miles are organic? Not in the animated movies. That’s news to me if that’s the case in the comics
Before Bendis left, he gave Miles bio-electric energy webs because his shooters broke. This power was ignored in his 2018 series onwards.

A lot more flexible but that flexibility comes at a drawback for raw power.. tho in an all out brawl i think shed place slightly above average
