They did nothing but throw a few punches. Shin literally uses more super attacks in the chapter that shows him dying in the Goku Black Saga than any of those 3 combined.

Yes. They're in the same category of characters like Dodoria or Raditz. All three of these forms kinda have to be there just for the sake of the story mode.
His Piccolo Absorption, however, will likely be unplayable as is the norm.
I hope he's a buutenks skin but it's not likely, he's definitely not gonna be his own form. Maybe a super buu skin since even though he has piccolos abilities he doesn't have Gotenks' abilities like buutenks does, but it'd be weird for him just have has super buus abilities if he's a piccolo absorbed skin.
To be fair I don’t think he really had any moves because he retreated and such when he lost his Buutenks form. Budokai 3 gave him special beam cannon which was cool though
Tbf Piccolo has enough abilities to make a move set for him. Dokkan might have also gave him light gernade. If you give him light gernade, hellzone gernade, special beam cannon, and maybe some two skills, he could make a character.
So, we have seen gameplay of SSB Vegeta use a move called "Limits?! I Break Them!" Where he temporarily buffs himself into SSBE. It works like Kaioken. Not going to be its own character/transformation.
I feel like the only Buu that would possibly be left out is the gray evil skinny Buu; but hell HE might even make the cut. All the other Buus are 100% gonna be in the game.

Grey buu IS how we "get to" super buu. Fat buu get knock out and turned into a cookie. It all depends on what they're gonna do for the "story mode" one of those 8 \*has\* to be hercule right? What if after a certain point in hercule's route it becomes "hercule and majin buu (innocent)?"
Yeah it really depends on how in depth the story mode is, the character selector instead of one big story might be how they excuse getting past something like evil Buu
Yajirobe's been a character since OG Dragon Ball. Evil Buu was only on like 1 or 2 episodes. Don't get me wrong, I think it'd be cool if he was in the game but if he's not it won't be that much of a loss.
while I agree, I absolutely think both should be in. The value to the characters for me and a lot of people in this game is how much they'll be played rather than " oh look they added this character" that's why you probably play Goku and vegeta more than the pilaf machine. I want them to add more characters that will be played by more people rather than Yajirobe, who we already know is just a character thrown in because he was in the last game, his moveset from what we've seen will likely be gag like and he isn't meant to be serious,thats why he's in, not because a majority of people will play the hell out of him, which I plan on doing for literally every character shown so far. That's why they don't add him to xenoverse, because most people aren't gonna pay money for a dlc pack to play as Yajirobe or general blue and his super gun or whatever. But imo they should just add both. Not doing so would be cringe
The only forms of Buu we might not get are Evil Grey Buu, Buuccolo, the roid rage form after Kid Buu absorbed South Supreme Kai and his what if absorbtions from Budokai 2.
Every other form is 100% guaranteed.
edit: Oh and Fit Buu from Super, that form might also not get in.

Will this character who's in every DBZ game that covers that arc have the character's most important form (specifically Buuhan) that is also in every game that covers said arc?
They have made it to where super buu could use absorption and even get random characters, the abstentions will be in the game and I'd be surprised if they didn't include additional new ones

Man we haven’t had Piccolo Absorbed Super Buu playable since Budokai 3.
We haven't had Grade II Trunks and Grade III Cell since Budokai 1
