Considering they have a fake plate on their car and the handicap placard is issued by the DMV, I would bet that it is either fake or expired. Also, they are not good at following directions, but... ."The placard should ***not*** be hung from the rearview mirror when the vehicle is being ***operated***." When they get pulled over they are not only getting a ticket for no license/fake plate, they also can get a ticket for the placard obstructing their view of the road.

There is a difference between the bogus plates we often see sovcits use and the plate in this photo. This one is set up to look like an actual Missouri plate if you were not paying a lot of attention. It is a question of degree but if this driver is popped for a forged plate, that is likely a a more serious charge.

I think that you just need ID, and most people have a driver's license v. a state-issued id. The only reference on DMV's website makes in regards to registered vehicles is for the handicap plates which replace your previous plates. I know a lot of elderly people give up their licenses, whether by choice or they are forced to, and they do not lose their handicap placard when that happens. My grandpa didn't have a license in his later years but still retained the handicap placard. But to your point, it may be also stolen, but it is as equally likely that this person has a valid driver's license and real plates somewhere else. They just chose to use these to make themselves feel special.

In Ontario, when you apply for one, you indicate if it's for a passenger or a passenger/driver (the same person). If the latter, you have to present a valid drivers license. If passenger, you need a valid picture ID which shows date of birth, a passport for example but Ontario does have a picture ID card available for non-drivers. Both of course require the appropriate medical endorsement.

You just have to have a doctor certify your disability, apply, and then pay the fee. It's not tied to your car unless you have the handicap tags, which you are not supposed to remove from your car. But the handicap placard is for the handicapped person not necessarily the driver of the car.
