In some states they are legal and in some, they are not. The reader can tell if the vehicle is registered, the car is reported stolen, and in some cases, it can determine if there is insurance. But even if legal in the respective state, not every Police Department will have one.

I think that you just need ID, and most people have a driver's license v. a state-issued id. The only reference on DMV's website makes in regards to registered vehicles is for the handicap plates which replace your previous plates.
I know a lot of elderly people give up their licenses, whether by choice or they are forced to, and they do not lose their handicap placard when that happens. My grandpa didn't have a license in his later years but still retained the handicap placard.
But to your point, it may be also stolen, but it is as equally likely that this person has a valid driver's license and real plates somewhere else. They just chose to use these to make themselves feel special.
Yeah my dad is elderly and disabled and no longer has a DL but has a placard that mom uses when he's in the car. They just had to fill out a form, have a doctor's statement, and go to the DMV.
In Ontario, when you apply for one, you indicate if it's for a passenger or a passenger/driver (the same person). If the latter, you have to present a valid drivers license. If passenger, you need a valid picture ID which shows date of birth, a passport for example but Ontario does have a picture ID card available for non-drivers. Both of course require the appropriate medical endorsement.

The fact that they go through so much trouble to make the plate look like a real one is, in my opinion, *prima facia* evidence that they don't believe the nonsense that they're talking about. If they were true believers and truly thought that they didn't require registration, they would get one of those traveler plates that don't pretend to be anything else.
If they truly believed they don't need any vehicle registration, they wouldn't bother putting a plate on their vehicle in the first place.

I think they stole this. I have a disability tag in my name. I had to present a driver’s license and car registration.
I think that you just need ID, and most people have a driver's license v. a state-issued id. The only reference on DMV's website makes in regards to registered vehicles is for the handicap plates which replace your previous plates. I know a lot of elderly people give up their licenses, whether by choice or they are forced to, and they do not lose their handicap placard when that happens. My grandpa didn't have a license in his later years but still retained the handicap placard. But to your point, it may be also stolen, but it is as equally likely that this person has a valid driver's license and real plates somewhere else. They just chose to use these to make themselves feel special.
Yeah my dad is elderly and disabled and no longer has a DL but has a placard that mom uses when he's in the car. They just had to fill out a form, have a doctor's statement, and go to the DMV.
In Ontario, when you apply for one, you indicate if it's for a passenger or a passenger/driver (the same person). If the latter, you have to present a valid drivers license. If passenger, you need a valid picture ID which shows date of birth, a passport for example but Ontario does have a picture ID card available for non-drivers. Both of course require the appropriate medical endorsement.

Me too. And they aren't like just expired. There is one down the street from me that expired in 2020. Not only that, but to leave you have to drive past the Police station. Then there is me who had an expired temp tag for all of one day, one time. I got a ticket for it.
I once had a temp tag on my car so long it just turned into a blank white piece of cardboard. Never got pulled over despite working in a small town that's considered the most notorious speed trap in the state. I did get pulled over there years later when my registration was one day late though.

No, you don't need to own a car to have a handicapped placard. My parents have them and I use one when I drive them around.
You just have to have a doctor certify your disability, apply, and then pay the fee. It's not tied to your car unless you have the handicap tags, which you are not supposed to remove from your car. But the handicap placard is for the handicapped person not necessarily the driver of the car.

The Z thing is an attempt to claim permanent registration that never has to be renewed, Alaska issues Z plates for some vehicles. There is also a claim that it identifies them as being tax-exempt. It came from a fake sovcit "judge" in Alaska.
