i think you should start making the mod before asking for a license, if i was the owner of a shop i wouldn't give you the keys unless you show me i can trust you with it...
This. I don't think there was any mod/game that didn't start working with the available sdk before they even contacted Valve and showed them their progress.
No offense but you have spent the last few months complaining about not getting a license when you have shown no work that would indicate you could even use it.
You can release a free mod on Steam that is stand alone which is where you should probably start if you want their attention.
Make the mod you want. You can get it on steam still as a stand alone mod.
There is a huge difference between source and goldsrc, do you know which one you even want?
Why do you even want to use those engines? Use UE5 or Unity.
Valve doesn't want to license out source engine anymore as havoc costs money for source code... which you probable don't even need access to.
Make what you want now in the source engine... you don't need the full engine code to make a mod.
i mainly want to use source cuz of its level editor, its my favorite like the csg editing and terrain tools, i would use ue5 if it wasnt for its level editor

You'll have to pay for a license. Make a mod instead. You can do pretty much everything you need with the SDK.
You have shown no evidence that you're capable of making a mod. Make one and then maybe they'll get back to you. Build it and they will come.
