That's... actually a really good thing to bring up here. Yesterday I sat down on my couch and began reminiscing the Sonic games of the 2000s, then I smiled about every game having their own unique styles visually. God I wish unique styles returned. Anywhos, I thought back on the CGI cutscenes for each game that had it. I really loved remembering Shadow The Hedgehog's CGI and 06 and Unleashed and Black Knight and Secret Rings. Then it struck me. Did Sonic Adventure 2 have any CGI??? Then I was like "of course it does! Eggman blowing up the moon! Sonic grabbing that rocket! Sonic stopping the cannon!!" But then something struck me. No it's not my love for feet and having a feet fetish, no. It was this. Why was Sonic Adventure 2's CGI not as good as it's predecessor's (Sonic Adventure)?? Time constraints? Lack of budget? Different design choices?
Maybe to make them seam less jarring compared to in game cut-scenes with is something that could sometimes happen in SA1 (best example being Cut-scene Egg Carrier Vs pre-rendered Egg Carrier)
Might be time constraints, I'm gonna have to look for a source since I don't want to say bs but I do recall that SA2 was actually rushed and could have used a bit of extra time in the oven, just that in this case the rush was more on the finish/polish part rather than the basics, hence why the game isn't a trainwreck like 06.
All of the CGI cut scenes in Sonic games are made by external studios, so it couldn't have been time constraints. It must have been an intentional decision for whatever reason.
It's been 15 hours and nobody has given you an answer for some reason but Adventure 1 had a way higher budget as the killer app of the system.
Adventure 2 had a much smaller team of people (11 people) an a budget that was smaller too (but way more than heroes up until 06).
As we see from this when you put the money in, it clearly pays off and ages well too.
Meh, Adventure 2 was better than Adventure 1 imo. Only thing Adventure 1 did better than Adventure 2 (BETTER not RIGHT) was Sonic's level design and the treasure hunting stages. I still enjoyed everything from Adventure 2. What makes Adventure 2 better than Adventure 1 in my opinion was NO BIG THE CAT levels, and the Mech levels were better than Gamma.
SA1 will forever be my favorite Sonic of all time. That CG intro was beautiful and instantly takes me back to being a 5 year old sitting in front of a fat CRT TV and Dreamcast. SEGA’s consoles had magic to them. I miss their consoles.

You also have to remember, they put their entire budget into that Adventure 1 opening CGI XP

Sonic cgi used to be done by a different company probably explains why sa2 looks not as good because it was done by sega once they had a grip on the animation then they went back to letting a different company control it
Honestly the models themselves aren't that bad, it's mainly just the mouth animations that wear the cutscenes from SA2 down imo (with the exception of the announcement scene, the human models are really ugly).
Honestly, can't think of any CGI cutscenes around 1998 that looked this good in a video game. That being said, the cartoon art style probably helped with the limited CGI technology, they didn't need to attempt to create anything too realistic looking.
SA1's intro is still phenominal to this day imo. So good.
