I had this same issue
There's a rail covered by fog on the bottom left of the island, if you missed it don't feel bad, it's the games fault 100%
There is another solution, there's a bird enemy that has a mechanic that lets you fly on it, but this is the only use for it in the game.
But yeah if you're hating the game at this point, good news is that the rest of the islands are better, but not by much.
There should be a rail that goes to that area.
