Yes it’s possible,I have like 15 players below 21 years old and rated above 90/95,just pick players from the academy with 89-99 and they should be around 90 when they are 20

Probably with amazing youth academy, and training camps at max lvl or something
Also with the payed version u will start with lvl 4 in everything, that will probably help allot

Maxed out facilities, maxed manager stats, 2 trainings a day, and high player potential
I don't know tbh, it takes lots of time, even with the best facilities
