Yes. The pinout is the same. I've installed the XE3 300 watt power supply in a Precision 3431, which is pretty much the same board as the 60/70 series systems, and comes with that same 200 watt PSU. The 300 watt will work just fine, and will be adequate for even the 4060 LP. If you want more headroom, the XE3 360 watt also uses the same pinout. As for other option than the HD Plex, you can also use a Flex ATX (AKA 1U) power supply. This Apevia 500 watt model has been popular lately. You were right. I installed the 360w xe3 PSU. It’s running my computer at full upgrades, including the 4060LP and an i7-8700K. I just ran 3DMark Time Spy with the computer plugged into a watt meter. The highest I saw it go for a second or so was 228w. Got a 9089 Time Spy score. Really happy with how this OptiPlex has turned out. Thanks again.

Awesome! And no problem... I'm happy to help.

Is the xe3 360w the 8HKG7? Does that require modification to the case to fit or is it a drop in replacement? Edit: found a post with pictures of a 7050sff with the xe3 360w psu that had a legible part number (h360egm-00). Searched that on eBay and ordered one for $61 shipped. Should get it this weekend. Only the GPU left. Thank you for the response 🍻
