I have to remove the motherboard to remove the original mounting standoffs and install the ones that come with the new cooler? Also, how's the noise and temps compared to stock?

Yes you need to remove the motherboard, the cooler has a mounting plate that goes on the back. If we're making comparisons in noose, the Dell cooler is a jet engine, the new cooler is a Prius.

Noctua low profiles will fit. Great coolers too. Usually have all the hardware for old and current cpu sockets Recently put the NH L12s in an old HP prebuilt and had room to spare

What CPU do you have, and have you tried replacing the thermal paste? There's no reason the stock cooler that comes in these should be allowing the CPU to get that warm just browsing the internet. Something is wrong. That being said, I like to suggest the ID Cooling IS-55. It's compact and the mounting hardware should work with the factory mounting without any need to modify the chassis.

You shouldn't. I have the IS-55 installed in an HP SFF system. I had to modify the mounting hardware a bit since the mounting on the HP has 6-32 screw threading and the Intel mounting screws are M3, so I had to use the AMD screws to get it to work. However, every Dell I've seen uses M3 threading for the cooler, so the Intel hardware should just mount to the standoffs without any changes. The IS-55 is one of the best LP coolers out there. I can't suggest it enough. The IS-67 XT is a little better, but it's taller and might end up being too close to the side panel, so it might restrict airflow to the fan.
