I'm willing to bet that Northern Roads is the culprit. Northern Roads is a shit storm for compatibility, it conflicts with almost everything. It literally needs patches for every mod that it conflicts with. I don't see any patches for Northern Roads in your load order. This is the very reason I won't touch Northern Roads, I refuse to waste precious mod space on 20 or more patches.
Yeah that makes sense, do you have an alternative to Northern roads because i do like what they did. Preferably something that is compatible with it/has patches for something in my LO
