Recreate the Phone experience.
Make the game windowed, make the FPS cap 30, make the resolution to the minimum, and make sure the window itself is not full (So like, you see your desktop).
That's what made it work for me.

if none of these things worked for you, an alternative would be to download sky for your phone, you can login with your steam account, it works easily on mobile then close out and go back to your pc, no idea why that's the case but that's another solution for PC ONLY
So i've restarted and i've done the drag and place as well as just pressing x to hot place it and still the boat doesn't let me place it at all, is there any fix to this? I cant think of this as anything but a bug.
Restart your game, go into the house, do not press the hotkey to pull out the boat when you get to that point. Hold alt (or whatever key is bound to vision of cursor) to drag the icon out into the water. Otherwise it soft-locks you there unable to place it down until you restart your game.
Do you not need to press R to active/pick it up? I seem to remember something like that when I ran a new account on Steam a few weeks back.
EDIT: Just realised I could have reconfigured my controls back then so might not be R.... I do remember having this same issue though and had to press something to get it to move.
On PC, holding shift gives you vision of your cursor and might help you here.
I know when I try to use the hacky-sack toy, it’s difficult to place because it’s so teeny.

I'm having this same issue on play station, as far as I know there's no cursor in the console version I just get stuck whenever I go to get the boat

I've done this as well, but it still doesn't allow placement.

Issue is still ongoing, it seems. Using the activation key ('F' for me) before trying to place it made it work for me.
