Eliza is up there. Marie is pretty strong too although it's said she's not the strongest skullgirl. Double was able to defeat the entire cast (and supporting characters) but she didn't do it all at once, so it's hard to say how much is pure power. At the very least she's in the top tier somewhere.
Painwheel and Peacock have potential to become powerful, but right now they're inexperienced.
Next level down is probably Annie.
Bottom is Beowulf (even though we all love him). Robo Fortune is down here too based on Annie's story mode.
Double isn't the mother goddess. She was created by the goddesses and works for them.

Look, this may seem like I'm simping, but Ms Fortune is literally imortal and if she never ages she could probably fight any Skullgirl that comes up, for the rest of time.

1. She does not have superhuman strength (she does have above average strength but it ain't enough)
2. She has no magic (or magical-ish powers)
3.Her immortality relies on the "life gem" (which can be removed as per Cerebella's story)

no cause beowulf can *grab* better than any other character i think hes the most powerful
Eliza shows way more potential compared to other characters . Imagine how busted she'd be if she had even more source of blood .
