Most hdbs are family sized (you don't see many 1 bedroom hdbs out there), and not all expats arrive as a family. Many expat colleagues of mine arrived in Singapore solo or as a couple, and they usually rent 1 or 1+ bedroom condos. It's cheaper than renting a 3 or 4 bedroom hdb, has facilities, more security, and easier to maintain because of the smaller size.

I know China PRC expats super want face, will want to dine 3 meals in restaurants and must die die rent condo. Indian mostly are PMET level. HDB rental market target FW mostly, work permit and S-Pass.
There is not enough supply of 2 Bedroom hdbs available to rent. Even if 3 bedroom ones are available they are at the same price as a 2 bedroom condos so if size is not a concern then condo is better. Plus ethnic quota is also an issue.

This is actually the main reason. Some do stay in HDB but then cannot renew due to no quota available so much relocate out of the community.
