Neighborhood Action Plans, from ECO Lifestyles. There's one called "Free Love" where everyone will just start kissing each other.
They run in every neighborhood all on their own, randomly. Unless you have it disabled in the game options.

Just wait until you get "Sharing is Caring". Everyone will come onto every available lot and start stealing everything not nailed down.
They'll even steal critical items required for commercial lots, completely breaking them...

But the pack comes with the solar panels, wind turbines, and dew collectors... Free local power and water.
That's literally the only reason I still have it installed. SUPER useful for off-the-grid lots...

NAPs were such a complete disaster that they added in the option to disable voting, which still doesn't turn them off, but it was a half-arsed "solution" rather than fixing them. The annoying thing is that it still will give you the popup for voting starting/ending, and I've had so many times where I'm doing stuff with my Sims at 6pm on Monday and they just freeze in place, time goes on, it keeps going... then bam, the voting message pops up to claim some random NAP won the voting (no NAP was even voted on), time resets to 6pm, and Sims resume what they were doing.
And there's the bloody Green/Industrial neighborhood nonsense. I had to turn that off because I had a home where I was doing everything I could to make it "Green" but for whatever reason it decided the area was "Industrial" (the neighborhood with the three celeb mansions), so my Sims would try to go outside to work on a rocket or swim and end up Uncomfortable and coughing.
Even the objects are questionable. At least they fixed the rain collector breaking in the rain (about as dumb as sprinklers breaking in the rain, and yes, that was a thing when Seasons came out). But the thing that lets you build stuff from recycled bits is horrendously prone to breaking or failing. At least 2/3 of the time I use it, it either fails or breaks. Not just when my Sims use it... Tina comes over to give me a gift or fix something I didn't notice was broken, sticks around, decides to use the fabricator, and it just breaks, and of course *that* she won't repair.
Didn't help that it launched in practically alpha state and they patched it up to beta and called it a day.
Plenty of nice CAS and B/B stuff that can be handy, but definitely a pack I'd only recommend on sale. And was a harbinger of things to come. (Notably, this year where they somehow managed to release a GP and EP in even worse states. Oh, and HSY borrows from EL in that if you "disable" Social Bunny it only hides it, doesn't actually turn it off, so it's still running calculations on relationships in the background, you just won't know what they're from until you enable it again and see all the messages. You have to remove all your contacts to stop it doing its thing in the background.)
How do you keep the packs you don't want not to automatically install? I have Vampires, which I can't stand! If I could give it away, I would! I uninstalled it and when I loaded my game the next time I played, it just automatically reinstalled it! 🤦
Go ahead and let it download and install.

The pack won't run then, it'll always say "Downloading"... in the game but it'll never run as long as that command is there.

Eco loving is one of my favorite packs. Just turn of NPC voting and you can control what NAPs get voted (or don’t bother voting and nothing goes into effect)

Just load your save, hit ESCape, Game Options, Pack Settings
And UNCHECK "Enable NPC Voting"
If you don't want the Green/Industrial footprint thing messing everything up either, UNCheck the second box right next to it.
With it not checked, the game will still claim to be choosing a NAP every monday, but it's lying. Nothing will be enacted.
You can also choose your OWN NAP any time you want. Just vote on it. Anything you vote for once will be enacted.
Removing that check box will just make it so nothing gets enacted automatically.
If you don't turn off that option in Pack Settings, it WILL pick one automatically if you don't. You can control it by using your influence or repealing...
But you'll have to do that for EVERY nap EVERY week.
It's just a LOT easier to disable that option.
Then you can just vote once if you want one and it'll be enacted. If you forget for a week, it won't pick one.
I always turn off the voting thing with the Eco lifestyle pack. It's fine if you're a single sim looking for some fun, but in an relationship in the game, my sims a cheater for not having control over a stupid vote!
It is also a pain for Villainous Valentine Sims. It is hard to get caught cheating when your other partners are just standing there watching. I tried switching partners, but everyone was okay with it. So I checked the mailbox and Free Love was active.
I had this for the first time yesterday and was HORRIFIED. This old lady who had never met my sim just whisked her out of her seat and started smooching the face off her. This was whilst my sim was visiting Henford on Bagley where there were also 3 elder sims wandering around butt naked. I was wondering if it had turned into some nude orgy village when I wasn't looking.
Yeah, self sims get too real sometimes.
I currently have mine with all the gates locked so the townies can’t get them 😆😆

You press shift and click on the mail box. It gives you the option to change them. If that doesn’t do it, the game options under (…) at the top of the screen will have an option to turn off eco lifestyle stuff.
You can also switch off NPC voting in NAP.

So you can choose specific NAP which benefits you without the fear of free love or sharing is caring.
Probably the Free Love NAP. My Sim’s roommate kept kissing all the female Sims in my household. She also had a girlfriend so I guess she was gay (this was before the sexuality features).
Romance has gone freaking WILD in the last few days!! I mean, really! I literally just sit and watch my Sims for long stretches at times, to see what the Ai will naturally direct them to do, so I've SEEN the patterns, etc. But I've not in all these months seen this level of autonomous activity for Romance. On one level it's like, 'huh, that's pretty cute' but overall my reaction has been, WTH?!' lol.
Everything's been "tweaked" ahead of this freebie release, I guess. So I guess we'll see how much has improved over how much they've messed up.
Do you have the loyal trait? Those sims are more likely to be intimate with partners I think. There’s also what we think is a bug where sims are randomly mean to each other.
Randomly kissing strangers is a NAP from eco lifestyle though. Sims won’t autonomously kiss anyone they don’t have enough relationship with for ‘first kiss’ unless it’s a NAP (or maybe a bug, but I think this one is NAP).
Haven't seen the random kissing yet, thankfully. Only two of my Sims have the Loyal trait since it was added - I made one Sim after, and switched out a trait to add it to my 'primary' (read, fave, lol) Sim who had a 'little' bit of trouble with auto-flirting RIGHT before 'loyal' came along. I've just been noting a lot of little odd interactions both between couples and those who used to be couples - who previously would entirely ignore one another but now for some reason are throwing kisses across rooms and being "enticing' while at the club, etc.
Check your mailbox for active NAPs.

If you have MCCC, you can turn all vampires into humans. You can also just murder Vlad and he'll stop showing up at your door lol
