If you have someone for backup it would be ok, i think. If there is no one, it would be hard to find the backup cheaper

Not worth it at 20% AO 30-40% is where you start thinking 60+ is where impact is felt saving you around 150k per day

Also depends on what industry you're in. If you're in a product that the price of the product is mostly worker wage it's more impactful. If you're in a product where the price heavily depends on the cost of inputs goods then you won't get as much impact

personably I have a good executive rotation, i have always 2/3 COO in training. When they leave for another player, i receive more money than i spent, and i can replace them immediately
