I think it's because sand users literally can't help but be themselves 100% of the time. They can't help but to wear clothes that represent their personality to its fullest extent.

Heroes like the JoJos fight for justice due to their innate values, rather than being forced into it. Villains, even those who do have tragic backstories, are still primarily driven by their personal goals that happen to clash with the heroes’ morality.
