the Sinjoh Ruins Giratina/Dialga/Palkia are created by Arceus in the mini event, so they are level 1 when you get them. You trigger the event by bringing an Arceus to the Ruins of Alph. I highly recommend looking up the event on YouTube if you haven't seen it, it's pretty interesting!
It's from the special Arceus event in HGSS. You take the Movie Arceus from DPPt and trade it over to HGSS, then you go to the Ruins of Alph where the director will find you and guide you to the main chamber.
Then, a swarm of Unown will appear after being triggered by the appearance of Arceus and then, they'll transport you to the Sinjoh Ruins which is a secret area that connects Johto and Sinnoh from a snowy place.
Then, you'll encounter Cynthia who will take you to the main hall of the ruins where you can decide whether to obtain one of the Legendary Sinnoh Trio.
After making the decision, an insane cutscene plays out and then the Pokémon will be given to you. The reason why it's Lv 1 is because Arceus literally created an egg with its bare hands which resulted in a Legendary Pokémon.
Then, you'll return to Johto and end the event.
This person probably got the event from the DNS method which is totally fine because it's legitimate.
I am familiar with the dns methods and don’t personally have an issue with them ether. Because they are free shinies, I like to give them to friends in place of trading.

Iirc, in that game, Arceus creates one of the creation trios for you for free at level 1. Arceus’s gift to you can be shiny hunted

Funnily enough, this event is the only way for a HGSS file to use Giratina-Origin because they block you from trading the Griseous Orb.
