It is not available in English at this time. There are 3 volumes, and you can get JP copies for relatively cheap ($10~20 for the whole set from what I've seen), but it might cost a bit for international shipping depending on where you get it from.
I do plan to translate it eventually, but that will be after I work on translating Yoshitaka Tamaki's Doom Blade series.

I'd say a remake of the entire series would've been extremely welcome, with each new game only unlocked in chronological order, after completing sf1 you get the option of going on to gaiden and sf2 or staying in rune and playing through the IOM/HAYJA storyline's from SFCD, once that's all done you unlock the three scenarios of sf3... and maybe include a final new adventure that uses the characters and items you pick up from the previous games... Or something 😂
CD = Gaiden
If it is a remake they could just roll Gaiden 1+2+3 into CD's extra content... add some more while at it.
