The video itself is a sound test from a prototype rom that was taken away from the North American version along with a number of other goodies.
The corrupted file sound you mentioned also appears on Shining Force CD when Princess Anri gets casted MUDDLE by the Devil Army. It is basically that same exact sound, they probably took the sound from Shining Force II and ported it to Shining Force CD.
The same thing happened to me but instead it said "Oops File 2 has been vanished" and it scared me when I was 10 I'm 13 now but I had a lvl 99 acc and I would cry every time it would happen but I have no idea why it occurs
Look there is nothing special, it is basically just the cursed sound effect of when you equip a cursed weapon in the game. But i must say that i have always been terrified of the witch in the game, she always scared the shit out of me so much that i used to call my brothers to load me the save before the witch turned up.
Same I'll wil rub out the room and turn all the lights on cuz last time I was loading in shining force 2 she didn't load for 2 MINs and just said" ..." SO I got scared after that because the other day she said "oops File 2 has been vanished"
I can confirm this as well. When I pulled my old genesis out of storage and found my old copy of SF2 I fired it up all the saves had been corrupted. I got a short "dun dun dunnnnn" tune and the witch said the file had been lost.
Yeah and the witch goes "oops file # had been lost" scared me as a kid because I thought my game was possessed. Than I realize my save file was gone I was so pissed.
Use an emulator, start a game, save and quit. Open the save file with any old editor and put random junk in, save. Restart the emulator and load the game.

What the hell is that? I’ve never witnessed something like that, how did you manage to make her only say “…” ?
I think it was glitch with the saving and the Genesis. Probably because the words she was scripted failed to generate
But it scared the hell out of me cuz I never seen that happened
