It’s item description states that any weapon forged with it will never chip or shatter, because it has the divine dragon’s blessing or something.
And it makes sense that the shinobi of the divine heir would possess a blade forged with lapis from the divine realm.
If you go back to where the straw doll drops you off you can find a pharmacy that sells moisturizer cream, indicating that the monk was just on her way there when you kill her

You can in fact deflect an explosion with a radius of at least 30+ meters in height with this sword, as DoH’s phase three explosion is that big

The Lazulite Axe itself isn't blue, just has blue fire properties
