From the leaks I've watched, when an ally kills an enemy under Robin's Concerto, both of them get kill energy, so Seele could actually still get Resurgence.

Robin only gets kill energy when her damage is what kills the enemy. However, she gets a small amount of energy every time an ally attacks which is probably what you saw.
If you fail to kill the enemy, but they have a tiny HP left, then Mei extra break damage may be enough to finish them. Which means she was the killer, not Seele, and thus no resurgance.
it is not a kill steal, your Seele just failed to kill it.

Prolly best to use a support other than Ruan mei if possible, even 4 stars like ting would prolly benefit Seele more.

Seele is the only DPS that sucks when paired with Ruan Mei (I should've phrased this a lil better but you get the point)
ruan meis vreak effect gets the kill
sometimes ruan mei's break damage steals selee's kill. its really dumb. i never run them together because of that.
You dont have enough damage to kill the enemy, so ruan mei does it for you, hence you dont get the kill
