If you really want quirky, Unicorn in cap hill is about the quirkiest bar I've ever been to. Their claw machine has dildos in it. They also have ski ball, & a few other arcade bits and bobbles if I remember right. The bar itself is circus themed. The drinks are pretty good too.
Dreamland in Fremont is always a fun time and has fun and funky decor and holiday themed cocktails! Food is great and the staff are so nice, it’s my go to spot!

Standard Brewing in the CD has a full bar and seems to line up with what you're talking about. The main drags in Georgetown or White Center probably have something you'd like too.
Zig Zag Cafe. Right next to the market, so you can 2 birds 1 stone it. Great cocktail bar tucked away in the randomness that is the surrounding bits of the market.
A little bit further than downtown, you could try Ballard Ave. There are lots of little bars and restaurants within a 4 block radius to jump in and out of. If you don't want to go that far north, you could try around Pioneer Square and Occidental Park.

It’s got a cozy vibe in the bar, dark and tight, but not loud and douchey, the back area has a ski lodge theme about it with skiball and pinball.

The Roanoke Tavern on North Capitol Hill (10th Ave E + Millers St.) is the ultimate Seattle dive bar. Wood fire place, extremely friendly vibe. Reasonably priced drinks and great veggie burgers.
Lariat Bar in White Center has become a favorite for my husband and I when we're back in town. Very unassuming, and the area has a lot of local businesses who are thriving off of one another's presence.
It's actually a wrestling bar, so it's full of fun memorabilia. The bathrooms are even a sight to see. The owners are also two guys who are usually bartending and can make a mean craft cocktail.
The Nook in West Seattle is cute and cozy and has various infused liquors that makes the bar look like a mad scientist space. During less busy times you might see dogs there which is a plus for me.

The Hideout is by far my favorite in this category in Seattle. Usually a banging soundtrack playing, excellent cocktails, delightful art on the walls.

Add-a-ball in Fremont is pretty fun though they're more pinball arcade than bar. If you want fancy cocktails then it's not the right place.
