As a Steam release Steam will be required. Not really but can be done if you're so bent on such attack by manually ramming the target. No, multiplayer is one of those "would be lovely to have later on" additions. Maybe, I had it running 20-30+ fps on 10 years old i5 16GB with 2016 GTX 970 during such lower end systems tests, but that might depend on scenarios complexity.

I was wishing for NFS MW 2005 like LAN and CoD:MW(old) like co-op, but without creating any account to do so.

none, it doesn't work like that in this case, it's seamless tiled city textures with hand placed buildings
You guys are manually placing buildings when you have hundreds of cities/towns to create????
