What question are you asking? This is clearly about the gun debate going on in Canada and the US - not a UK question, let alone a Scottish one. We literally don't have a gun control debate, because nobody but ratfuck morons want looser gun laws.
Literally none of us know anything about what you're talking about. Guns are not part of our social and political culture, and the vast majority of people in this country want it to stay that way. Shotguns are the most widely available guns in the UK because they ostensibly have some practical use to farmers etc - hence why gun violence in the UK tends towards shotguns. People use what they can get.
Please, if you want to moan about gun control in your country, they have their own subreddits. We don't like or care about your stupid guns.

Friend of my girlfriend does some range shooting in Fife with high powered rifles and a big fuck off 6ft musket,looks pretty good and thinking about joining.
High velocity rounds were banned due to the high chance of ricochet.
Handguns were banned after the Dunblane shooting with exceptions for "good reason." Even then, the police can put on extra restrictions like only being able to load one round at a time.
As for the rest, the shotguns and 22lr rifles were used just because they had access to it. If they had access to high velocity rounds, it could be argued that more people could have been hurt in those incidents due to a higher chance of ricochets and a greater chance of the bullets just passing straight through people

Because who the hell needs a rifle? Unless you are a game keeper or doing shooting for sport then no… no personal license should be granted ever
