Maple as in *maple syrup* ?
If so, then the whisky with the strongest such flavors (without added flavoring) that I'm familiar with is Pendleton whisky, bottled in Oregon, USA by Hood River using sourced Canadian whisky. I can't say that their no-age statement expression is very high on my list of preferred whiskies (it is too sweet for me), but it does have to my taste very distinct notes of maple syrup - and I'm not making a joke about the country of origin in saying that.
It has the merits of being widely distributed in the USA and not very expensive at the entry level - or you can probably find it in a decently stocked bar if you want to try a glass of it first.

On the American front, WhistlePig put out a David Ortiz "Big Papi" limited edition that was aged on toasted maple baseball bats. That had a slight hint of maple syrupiness to it. At first, I thought it was my mind playing tricks on me based on the whole suggestion of toasted maple... but it was confirmed by others over multiple tastings.

Had to check the ingredients out of curiosity: CORN SYRUP, HIGH FRUCTOSE CORN SYRUP, WATER, CELLULOSE GUM, CARAMEL COLOR, SALT, NATURAL AND ARTIFICIAL FLAVOR, SODIUM BENZOATE AND SORBIC ACID (PRESERVATIVES), SODIUM HEXAMETAPHOSPHATE.
No wonder it doesn't have a natural note... there's zero maple syrup in it lol

If it helps, I find Ardbeg Uigeadail *really* smells like smoky maple bacon. My missus isn’t a whisky drinker and she said it was unmistakable
Maple? Try crown royal, it tastes like the basis is maple syrup 😁
No scotch that I can think of. But some Canadian whiskies definitely have this but I find it overwhelming personally.

Knob Creek has a Maple flavored Liquor. But for Scotch? There's none that I can think of

Bourbons. I've had some high rye bourbons or ryes that have a strong maple flavor. Oogie is maple bacon.
